Well I mean like in my avatar or here is an example:

Ok now that you understand lets get started.

Step 1.
Open photoshop (obvious) and create a new picture. Example in the picture bellow.


Step 2.
Once you have done that select the gradient tool, again example bellow in the spoiler.

Step 3.
Once you have done the above steps just drag the gradient on the blank block to make the background white:

Step 4.
Then, make a new image/picture but with these specifications:

Step 5.
Then go to the brush tool

Hold down on it and select the pencil tool:

Step 6.
First, make both of the colors block

Then go for the bottom corner and go up diagonally.

Step 7.
Then, select edit and define pattern:

Step 8.
After that, go back to the original picture you make and double click the layer and click pattern overlay:

Note: Some settings I recommend for the pattern overlay

Recommendations
I would add a inner glow and make the settings like this


Other wise after all of these steps, the final output should look like this if you follow the steps exactlly
