Nice Idea but THINK...
1. What if a fire broke out or a man had a gun? Think how long it'd take to get people out the premises.
2.The expense of this would definitely be throwing a punch at the tax payers wallet.
3. Not everybody has a debit card or credit.

There are only 2 problems with this.
One is that getting the card would most likely cost a fee, annual or one time. Then people wouldn't ever use it or quite possibly couldn't afford it (homeless, can only afford to buy a meal, not a bank account).
The other is that this card would defeat the purpose of paper currency, and that would be trillions of dollars thrown away.

your forgetting the fact that to have a magnet capable of picking up a cards single swipe pattern would mean somebody having to walk through it practically naked with no interfering objects like phones, what about people with pacemakers? it would really screw them up!!!
This fits in perfectly to my idea: removal of clothing and all devices permanently!
