Someone gave me the actual premium file, but it doesn't work.

You need to change the Account ID or something on there to match you in order for it to work. I don't actually know how to do it myself, but maybe you could find out a way.

It doesn't sound like getting the file gets you premium? Or has someone figured it out?

Nope. Nobody has figured this out yet. Plus if DICE caught you, your stats would get wiped. Not banned, but wiped clean like a window. ^^
