I never played minecraft before it came out for the xbox 360 ( ive seen videos on youtube ), but I have never played it on the PC. So my question in when they put out the updates like they did for the clay spawing and like they will when the put in emeralds do you have to create a new world/server for the update to take affect???

no as it did before it added clay into your world without needing to make a new one so no it shouldnt

Yes, I believe you will have to create a new world.
But Mojang and 4Jstudios are doing everything they can to make it so you don't but they said it's highly unlikely that you'll be able to keep your world also with the new update.

updates only give new items and patches other stuff...
