Clear your System Cache!
I have had this problem before.
If that doesn't work, do those steps again..

Click the Xbox Guide button on your controller , Scroll all the way to the last page . Go down 4 . Click it . Then it will take you to System Settings , The 1st one is Console Settings click it . Go down 3 and click it , Click the first option . Shows every language .
Hopefully I helped

I have a video to help you but I can't get it off my Camera.
For right now, try to follow my instructions.
Go to the last option at the Dashboard (System), click the picture of the Console (Settings), First option (Console Settings), Three option from the top (Language and Locate), First one is Language and the Second one is Locale. Sorry, I'm not being specific here but this is the best that I can do for right now.
