Giving rep is optional. Even if they say they'll give it to you, they don't have to. Yes it may be annoying, but there is nothing you can do about it.

Some dude said he'd rep 50 early for some help and I got nothing for helping him.

Well then it's not being such a helpful member if you always want something in return.
Like, if my dad needs help repairing his car and I help him for free that's being helpful.
But, if my dad needs help and I tell him to pay me that's not being helpful because I'm still taking away something from him.

I don't mind if someone doesn't rep me.
Because I'm just being helpful and that's all I care about.
