Okay first, it's pointless Jtagging/RGHing your console if you don't know what ur doing.
2. You need 2 xbox's (Jtag/RGH and a reatail) this is because if you want to host lobbies you can only do it via system link.
3. You can only Jtag a console with the first dashboard (7371) or below
4. You can only RGH a console if it has a dashboard below 14699 (otherwise it's rgh 2.0)
5. If you are going to RGH a console yourself you need to be experienced in soldering.
6. You need a chip to run unsigned code (rgh) (e.g coolrunner)
7. You will need a NAND-X to dump your Nand (rgh)
If you have knowledge about RGH/Jtags and you understand those 7 points i would say your ready for a jtag/rgh. If you don't know anything and don't understand those 7 points than a jtag/rgh isn't for you.
These are just a few points on Jtag's/.RGH's there is alot more to it...
I wouldn't recommend getting one until they are back online either..

Everyone starts somewhere, let him atleast try. Make sure you have all of the necessary supplies and tools though. Also, I highly doubt you have a Jtag-able xbox 360 so RGH'ing an xbox would make more sense for you.
Here's a great tut by SeaEye Forums/t=3721558/xbox-360-rgh-tut...s-tut.html
