Its to the east of where the vampire queen is trapped, it is on a pedastal and there is ghosts hanging around it

one more thing how far east?

Its hard to say exactly its just to the east side and there is a pillar thing over it, when you are killing the keepers you should see it near one of them I think if you don't find it I will try to help you more

You should now have a spell to summon Arvark in your conjuration spells
