Game save modders for PC don't exist. Just in game mods and console. Trust me. I know. I've searched... a lot.

there is a pc bat file creator.

lets you mod your pc saves really fast.

check the 360 game save editor downloads section on the website ;)

Look at the skyrim commands wiki to help you with that. It is confusing at first but i figured it out in a few days for the basic commands

I use to host a Mod shop for skyrim i under stand the Commands but i had a mod tool that was amazing and it was in game not a save editor

Just modify it with an Xbox 360 tool then convert the save back and fourth from each platform if you are against the console for some reason. :L
