my ipod touch is stuck on cydia reloading data, i cant go to the springboard. i can trun it off but im not sure what will happn if i do. can someone help?

Just reset it hold the lock and home buttons until it turns off should be fixed

M60 is correct it isn't DFU mode and that should work.
If it doesn't not work than you will have to restore your device
