is there a reason on my modded save why there is no random dragons anywhere the only dragons there are, are from the story mode? anyone know if theres a way to fix this?

You don't get random dragons in game frequently. It just happens. Now if you mean like fast traveling to find them that is probably the problem. I find more dragons not fast traveling. Like in valleys and such.
