Here is a Tut on how to get all perks unlocked at level one

requirements: a level 55 account [can be yours or your friends]
a level higher than 4

ok so now i start the tut:

ok so first of all sign in on your 55 account now create a class and go to perk 1/2/3
now click on the first perk click back 2 times till it shows all your 5 classes

now click on the same class making the first perk the second perk [so just change to second perk down the list]

now click back to show all your 5 classes

now click on the class and choose the perk you want to get on your lvl 4 account
click on that go back to multiplayer menu and sign out

now sign in on your lvl 4 account create class goto class one look at perk 1/2/3 you have choosen and there you go
a kill streak unlocked at level 4

you can do this for all from the perks 1/2/3
