can anyone tell me how to get recon i have all the vidmasters and someone told me that i have to get it from the halo waypoint

You can't get it anymore since Bungie stopped running the Halo series

343 Industries hands out the recon in "waves". So once you made your account you'd have to wait for the wave to pass, which is usually within a month, then after it's done, you'll have Recon unlocked.

It may take a while to update because mine took a month to get there. But its not even special so but it does look cool
