im 95% certain that you cant but someone insist that he can with a JTAG, now im sure that someone can do it with a PC but not a JTAG right?

You can't IP ban someone from Xbox with a JTAG.

Vulcan toolkit wouldn't work from outside the Microsoft campus, unless you VPN'd in, the chances of vulcan connecting or doing anything is close to zero.
