I dont know if it will be the same for you... I have a 3gs.
Settings->General->Usage Its under the iCloud for me. Sorry if its not the same..

You must jailbreak it and it will usually enable it, then you can activate it

iDevice has to be Jailbroken. Once jailbroken Go to Settings > General > Usage > Scroll down and find battery percentage, ENABLE.

I have an iPod Touch 4G iOS 5.1.1 using the untethered jailbreak. The battery percentage option is there on iOS 5.0.1, but not 5.1.1. I just assumed it couldn't be done on 5.1.1.

I'm not sure the iPod Touch's are able to turn on battery percentage but it would be Settings->General->Usage

All jailbreak (tether or untethered) has "battery percdntage." Some turn on with it, some you have to enable. You have to enable this in the Settings, General, Usage, Scroll Down, Enable Battery Percentage.
