If you kill anyone in a town do they spawn back because ther are no more people in riverwood for me.

No, if they died, they're dead forever. Although you might void a few side quests the game won't let you kill people who have an important role in the game so you can still do main quests

You can have them modded back in if need be. Post in Cryo's shop I'm sure he could try to do it.
