It should be very nice playing on those two 21'' monitors. It'll max out every single game possible and have more than playable FPS. Yeah, sorry I completely missed your last question regarding the video card. For $225, your best option would be a GTX 560 ti which can be found at the $199.99 price tag if you look hard enough. It's a fantastic card ( owned two myself before I upgraded ) and it'll play a majority of mainstream big titles out there like BF3 on a medium preset, COD, DayZ mod, and much more. If he can stretch his budget by an extra $15, I'd recommend an AMD 7850 since it does not use a lot of power and it has an extra gig of vRAM which will be even more relevant in future game releases. It's also about 10% faster. One of the best bang for your buck cards out right now.

A comparison between the two. Whatever card he ends up going with, it's going to be a drastic upgrade.
