So earlier today I went to a friends house and we wanted to play some Red Dead but he didn't have all the packs. I then signed in on my account and license transferred. I saw that you could now download terminal so I got on and went to do so but I couldn't. Can I still download Elite content?

Yes you still can, but you could only play the content on YOUR profile.
