or any that you know of on how to make

Here's how I'd look at it:
    Do I know any useful languages?

    NO: Spend some time grasping the fundamentals of Visual Basic, copy what someone does on a Youtube video. I learnt how to save files, use DotNetBar and create a GUI using the toolbox from copying what people did in YouTube videos. I used this little knowloedge to make a personal Fable 2 mod tool, the day after I started watching videos. If you like making and using your creations in VB as much as I did- follow it up with [ Register or Signin to view external links. ] They helped with my college computing and are idiot friendly!

    YES: Languages such as C++ and C# are useful and much easier for creating 'mod tools'. I think I replied to one of your posts earlier about iNVEdit, take a look at [ [ Register or Signin to view external links. ] ] CopyBoy's source code to get an understanding of what an intermediate mod tool will consist of!


Be aware
If you're willing to start learning a programming language, then you will be able to make a simple mod tool in several months; you'll learn the basics in a few months but it takes years to really learn a language. Good luck man!
