ok So I Got A Msg On Xbox Saying H Was Selling GTA IV TBOGT mods On A USB. So My Question Is Can You Get Mods Like This Online?

You sure you can not just put it on to a usb then transfer it over to your xbox then play it off that?

No it's impossible, the only way to run something of a USB is JTAG ^^
