Ive been playing minecraft on xbox for 2 weeks now i know mostly everything but idk what mob spawners are? ive seen people talking about them but idk what they are or what they do? please help

You can't build the Monster Spawner block itself, but you can make a big dark room in the sky, where they will spawn...
