I downloaded this skin pack on my laptop and

I downloaded it and installed it. After installation it asked me to restart my computer so I did. It shutsoff and turns back on. The dell logo and the inspiron loading bar load and disapear then appears a screen that says windows is loading files. Then the process repeats.If you could help me it would be great. Thanks in advance

Ive got a update on the problem.

I let the loop run all night long so we do know that its really not "Windowsloading" files.

First, hard shut off the PC. Then, either during or immediately after the Dell boot logo disappears, hold down F8. You should see a list of recovery options. Is there one that says something about repair tools?
