I am trying to make a Gta IV iSO but all the downloads for the right ones to make it arent re-seeded so does that mean a person can't make Gta IV iSO's anymore? Please reply!

What do you mean? You need a link to an ISO? Find one on ThePirateBay or something.
Make sure it's the correct region.

You will have trouble finding a torrent with good seeders now, You could try downloading it in parts from someone
