For the past few days now, I have not been able to open up Windows programs in Control Panel. This is one of the messages that I get

Please help me. I have never had this issue until now and there are no answers that I could find on google that I usually could find.
Oh and in the picture above, I have tried to open "Connect to an external display" and the error came up after clicking it twice. The first time, it's as if nothing had happened.
I also cannot run system recovery due to the same issue
I will give out 5, 48 hour codes to those who solve the issue. This is not a trick. I did the japan free 48 hour thing over and over again. So I have many codes now
