I keep getting these errors when trying to resign and rehash

Unable to load file, Reason - Access is denied.

Or
Unable to load the file, Reason -
System.Security.Cryptography.CryptographicException: Access is denied.


Read this before posting the obvious lol :
I RAN AS AN ADMINSTRATOR
I DISABLED UAC
I TRIED OTHER PROGRAMS
I REINSTALLED .NET
I ALREADY RESTARTED MY COMPUTER
I TRIED ON 3 COMPUTERS ALL FAILED


Would really appreciate anyone could help me on this problem xD
