Recently i have been getting booted offline by someone with cain and able and jays booter they told me.. is there anything i can do? or if i call the police or something can i get him arrested???

There is nothing you can do. It is highly illegal to DDoS someone so if you're really that annoyed you can probably have them set up something to catch the IP of whoever's responsible. May not work though, I don't know.
