You can do it yourself you dont need program. Just look it up on Google.

No, it's called contacting your ISP and telling them you need a new IP.
VPN solves all. If it's XBL/PS3 related, or someone's DDoS'ing you, then you need to contact your ISP as a VPN will not solve that.

A VPN is used to provide security through tunneling protocols which mean's your on a private network.
It masks your IP, does not change it.
You reset it by going to your routers TCP/IP settings.
Don't try to act like you know what your talking about.
