I have already tried what it says on TTG, here are my specs.
Processor: T4500
Memory: 3G ram,
Its a Toshiba laptop, I know its not made for gaming but any help?

Improve the specs. Upgrade the RAM.

Things you can do:
1.) Increase your RAM to about 6 or 8gb.
2.) Download CCleaner about will clean all your cookie and temp file collected on windows and when browsing the internet.
3.) Download HitmanPro and see if there is any viruses, malicious files, or trojans.

Yes do what Tattoo said. Run CCleaner and delete all cookies/temp files. Then i would download Malwarebytes and do a full system scan.

If he's not currently using all of his RAM, he won't see any improvement.

Also OP i suggest checking all your start up programs with CCleaner. After that Defrag your HDD and if your PC is still slow post back and i can help more.
