In cod4 where ever the game is installed make a folder called "Mods" add your mod or modmenu in there. then when you start the game you will see a tab named "Mods" click it. Click your mod then the game will restart and you will have you mod turned on

I am not a steam hoster but I would say thats where the root is and not much longer

yes you should go to the cracked steam cod 4 folder and there should be a mods folder in there
