is it possible to recover someones accouunt who has the new dashboard and delete your dashboard patch then connect to live on there account and have the dashboard

No. But you can recover their account, download the "Console Registration" thing from their recent downloads, and go through the registration program thing and get it that way. I gave it to two of my friends doing that.
