I'm looking to buy a desktop,
Are these specs good for 450 (Including a free gaming mouse?)

That price is way off and whoever is selling that is severely ripping you off. You could do a build with a better video card and a more reliable PSU for $450 CAD ( G550 + AMD 7770 ).

Yes, it is a really bad offer. I just can't recommend a pre-built PC over doing it yourself.
