Perhaps you need to convince her that you could actually take care of the cat instead of leaving it all up to her. Countless times I've seen friends begging their parents for pets only to stop paying attention to them after a few months - leaving it up to their parents to clean up after the pets.
Before you even think of getting a pet, ask yourself this: does your mother find you to be a responsible person? If you're constantly forgetting things or leaving things up to the last minute, of course she wouldn't want a pet in the house.

You should talk to her saying like I will clean everything for it and do anything for it. The litter box and it can stay in my room with the food and all the toys.
