Since I really dont want to build a computer, would you recommend a site like cyberpower pc that build them for you?

Speaking for myself here, not in a million years. There is no reason not to do it unless you're physically handicapped. It takes about 40 minutes from start to finish and that's less time it'd take for you to spec out some low end pre-built junk. The only site that I can vouch for is NCIX - you pick the parts yourself and are able to PM and they'll build it for you for $50 and that's including testing and a one year warranty, though this is only available in Canada. Every other site in existence rips you off without caring and I'm not going to support them since it goes against every single thing I say.

Yes, it's quite a bit over budget as it is. To fix this, take out the aftermarket CPU cooler and switch to this case:

Otherwise, that's a 670 and it will destroy every game you throw at it at 1080p. Don't under-estimate the i3-2100, either. If your friend wants to shell out for LEDs that do absolutely nothing, he can either pay a little more for the case with LEDs or be rational and save his money with the Antec Case I linked. They'll perform identically. You don't need aftermarket cooling on the i3, either, I just included the Hyper 212 because it'll look much better if there's a side window and it's very cheap. If he'd rather make cuts elsewhere to keep the LED case and the budget under 750, I'd have to make cuts that will hurt performance significantly. Halving the RAM or HDD capacity, stepping the graphics card down, etc. The mouse is arguably the best on the market and the keyboard is the nicest you'll get before making the expensive jump to mechanical. As always, if you want to change anything, just say the word!

This is the best build you're going to get for $600.

Nice build and it'll look drop-dead gorgeous in that case. Super classy. The 7870 will max Skyrim which is the most demanding game you listed above 60 FPS at 1080p. Great all-rounder. Quad-core is probably unnecessary over the i3-2100, but eh. Makes for a balanced build and it'll keep it relevant longer.

Buying a pre-built will only get you garbage, especially if you want something for gaming. We don't recommend them here.
