what the difference between monetization and partner
and the reason i wanna know is because i have been monetization my video but when i try to change my bg to a partner bg i wont let me so what do i have to do

in April youtube made it so anyone can monetize their videos, you dont need to be a partner, but when you become partner you get all the other features like bg, links etc
