It's not hard to max it out, but just to warn you now, it gets really boring when you do that!

Try achieving the skills by yourself...

You can put all your skills at 100 if that is what you want, but that will stop you from leveling up , screw up some of your achievements and since some quests require you to be a certain level that is likely to cause problems. I'd recommend you leave the values alone and use a magical bump (modav command) to increase your total skills to whatever you want. Good luck.
