It's a registry error usually caused by using 3rd party applications to access the internet, I.E. an external proxy etc.
It will usually fix itself eventually. If not, you'd have to do some registry editing. I'd advise against that unless you know what you're doing.

CrylightDawn wrote Chrome has a client ID that refers every site you go to to Google.
Either disable that, or get Chromium.
Basically, Google is spying on whatever you do now.
It's not a conspiracy theory, it's a fact.

Similar problems can also be caused by:
Embrace the System.
- Having a Virus/Having Malware that edits registry entries
- Parental Controls on some security tools
- Indirect .exe paths (%xxxx%/xxx/xxx/xxx.exe.)
- Outdated version of IE (Chrome relies on IE)
- Using "Ultrasurf" (Crappy malware proxify program)
