I might buy a jtag off of my friend for cheap but it has 3 red rings and the fans don't even turn on.. is this fixable?

Everything is fixable but it comes to the matter of time and money + tools that you have.
I would just buy a new one if I was you so you do not half to deal with the problem.

Can we have more info? Like what motherboard does it have? Why does they fan not work? Did he use if a lot when it did work properly, etc.

dont buy it unless you have some live very close thats trusted that can fix it i dont even reccommend that dont buy it

To be honest i don't even know if he knows what motherboard. It was working properly until he stopped using it months ago. Then we tried to turn it on today and it didn't even seem like it was powered up. it just had 3 red lights.

If its a Xenon board id pay 30-40 depending on condition, Falcon 35-50. Just hope the board isn't warped or your buying an expensive paper weight.
