You buy a new console, now what? Your dlc isn't signed to it. What do you do now? LICENSE TRANSFER.

It's not for random idiots on the internet, it's for YOUR CONSOLES and dlc YOU bought.

He does, but its on the system for YOU only, they can't just have it working for you. If that makes sense, like they dont know who is who, thats why when XBLPET fines out that your doing it with friends they ban you.
