No u cannot cause u need to have a bank account wich requires to be atleast 18 years old .

But u can have a guichet card .

And u ask your mom or your dad to use their accounts .

I have a bank card, that is used as a CC and DC. (It's a MasterCard.)
@Korruption, actually, some banks allow teens to open bank accounts.

You can Get a Prepaid Debit Card.
But it must have a Visa or Mastercard logo on it.
And it isn't connected to a bank so that Google thing won't work, but you can connect it to Paypal and buy things online

yes you can go to any shop and buy a Visa vanilla gift card and its a cc that you can put as much money as you want in it

CC = Credit Card. DC = Debit Card.
