Almost everyone who has any type of power is like this they think they're all important because the have a gun so they go around pulling over people because they are going 5 mph over the speed limit.

I don't see the cops doing anything wrong here, you can't be selling stuff at the park without a permit. You might think it's wrong but they are at a park which is city property and if they wanted to vend something such as lemonade they need a vending licences.

where I used to live the police never enforced law. They'd wait until it was over and cleaned up the mess

What's the problem with this? They knew they needed a permit to sell stuff and they did it anyway for attention. They deserved it.

i dont see a problem in this aswell. This is because they knew what they were doing, and they knew it was against the law. But they thought it was a good idea to do it and try to show they cops where abusing power, in this case personally they didnt.
And yea it legal to film a cop, but how would you feel someone trying to shove a camera in your face?
