Basically want you want to do is collect 16 scrap metal (near the robco facilty there's a guy called tinker joe he should have a few, try other places as well there definitely a few around) this also works with 4,6,8,10,12,14
But 16 is the best, once you have this go to fort independence which is located close to ten penny tower just look up on the Internet the location, once there talk to the guard out front gain entrance then speak with the protecter guy who comes out of the building and get the job as a scavenger person, now before you do anything else you'll want to get your sneak up to about 85 or 90 this may take a couple try's without high sneak read the 2nd paragraph for an easy way to level up in megaton to get your sneak up quick. Now that your a scavenger for the brotherhood outcasts you'll want to give all 16 of your scrap metal to the guy then ( I advise saving at this point )
Pickpocket all 16 of your scrap back then give him 14 of the 16 back through the dialogue, then pickpocket your 14 back but take something like his gun so he notices that you stealing from him and takes his stuff back, when he takes his stuff back it should say he takes back 14 back then 16 back, if this happens you have done this right and can continue, next what you want to do is go to megaton and go to the water processing plant In the day and inside or outside there should be a guy named Walter with a blue jumpsuit, talk to him and do his quest with fixing the pipes, once you do this you can sell him scrap metal for 10xp and 10caps each, because you did the glitch earlier with the outcast, you can continue to say want some scrap? Then give him all your scrap, then give all your scrap again but because you now have infinite scrap you won't lose your scrap but in your inventory there won't be any, you can also give him all of it for free then you will gain good karma, keep doing this until your level 20, you'll also get loads of caps, hope this helped!

An easy way to rank up is to get to frag mines ( can be bought by moira brown in the craterside supply or just outside megaton by a trader, if no one is selling go to the minefield and disarm 2 there, you can use more then 2 but 2 is the minimum) once you have done this go into the craterside supply, there's a guy on your left who's like a guard in the shop, go through the door on the left of him, then countinusly throw a mine at the wall he's leaning on but on the other side, and keep disarming it when you throw it down, you need two so you don't have to keep going into your inventory and getting them out again, keep doing this and keep ranking up your sneak until its at about 85-90 then do the glitch in the first paragraph, remember this is only a way to get your sneak up if your to lazy to do quests and get your sneak up like that, this is not a needed step in the glitch.
