at the top right it should say welcome to bungie.net.
look for were it says Halo 3 below that... then there should be a bar with the vidmasters on it, and there should be a button saying 'Unlock my Recon!'

Press it, then go on your xbox Account and you should have Recon.

I'm pretty sure they are related to reaching a certain rank in matchmaking.
