Tl;Dr- I need to know how to change email to account on Windows Live ID so he can access his account

Okay, my friend's account was hacked and he's been hacked for a while. First it was a trade I download something you download something, but then months go on... And the kid grows an attachment to my friend so my friend doesn't talk to him for weeks/months, kid gets mad changes email (because email was same password as account friend regrets it), and password. Kid threatens friend, uses racism and other insults to justify his vengeance (notify friend got his account banned for hacking not console banned).. He still has friends info, kid gave to nerdy friends to use his account to play games they can't afford because they made a deal to each other.. They sign him out, change his info, mess up his online and they are TRYING to mess with his life... I just want to be a good friend and fix this..

If it's truly his account, he should be able to call Microsoft and it will be put under investigation.

He did twice, he just recently tried asking for them to change email so he can change password but he said they lady says he's on his own for that part.

They wouldn't do that. They would assist you as for that's what they're there for. If it is really his account, then they will help you.

do you have a credit card associated with your account? its a lot easier to track it down as if he has changed the xbl gamertag email adress and password there is no way of getting it back. The only way i got mine back was because i had my credit card linked with my account

Contact Microsoft,they will do an investigation and get the account back to you if you can prove it is yours.

If they know each other in real life, you will need to call the locale please and tell them what happen, also tell their parents. Then you will need to reach Xbox Support and tell them your account has been hacked for awhile and is know banned. The account may me unbanned, if they believe you that the account was hacked during the time.
