i was level 6 and i made myself level 40 and 5th prestige through linx's mod menu and i also used the unlock all but i dont have some perks yet eg. sleight of hand(unlocked at level 20) please help

No mate, all you need to do is go onto any game online, and then backout and then it will be all unlocked for you=) it does that with every modmenu i think

You wont have all the perks you unlock straight away so what you need to do, is prestige then go online, set it back to the prestige you want and level and you should be fine
