It is a zip file (basically a folder), so you will have to extract the Playersave file from it.

If you are talking about how to make the savegames yourself, then yes just look up how to hex edit tdu2.
If you are talking about how to use the save, then yes just open my save and your save in horizon and replace my IDs with your IDs (profile, device, and console IDs), then save, rehash, and resign.
You also have to have the latest updates (title update and mandatory update).

i downloaded the save and its saying i need to download updates or something i do but cant use it i also downloaded the game from the marketplace please help

You get the cars free with the save.
