I'm not sure exactly what brush that is, but go to deviantart.com

they have thousands of photoshop brushes, even paid ones, all for free! hope this helped, if so please +rep, if not then sorry! just search for what you think the brush could be.

look up a tut on youtube, its different for certain cpus, internet browsers, and it depends if you have CS3, CS4, or CS5.
