Your wrong, they take it off when your game gets dispatched.

They take it out on the day of shipment.

In America, the leading retailer of games (Gamestop) takes a five dollar deposit on the game when you preorder. So when you go to pick it up, you have a guaranteed copy and you only have to pay the remaining $55 and tax. In the UK, the leading game retailer (Game, i think? Sorry if wrong, Im from the US), from what I hear, charges several days before the actual release. Those previous days are when the game is shipped from the manufacturer, so in the UK, that is when the customer is charged.

basically they take 5$ @ gamestop in the u.s.a then you pay the rest @ release or you canpay it off early at any time before the game comes out

You most likely will pay a small amount deposit and then pay the rest off when it actually comes out.

The Walmart here, you can preorder a copy for 1$ but you have to pay the other 59$ at the counter.

Usually right away unless it's really expensive and they may let you pay it over 3 months etc...

You will either get immediately charged.
Or charged a few days before release date as some companies only charge just as they dispatch your item

When i pre-order in a shop, i have to pay 5$ upfront
