A fully water cooled system would be costly and there's lots of room for f*ck ups. You should definitely just have someone build it for you, since you have the money you should be able to afford it. Especially if you plan on water cooling your chipset and ram. Making a loop for just a CPU and graphics card isn't a science. You should just look up some videos on YouTube.

your saying that you want to learn aand you have the money to spend .. so but like a 50-60 dollar case and try installing a water cooling system in there
