thats because you need the heatsinks or it will never work lol and you might want to try a GPU reflow or reball and it could be connection with the heatsinks so you might want to try just tightening them a tiny bit at a time be sure not to over tighten. under tightening is also bad so just try to get them just right good luck hope you get it fixed

hay to fix them you need to reball them start gpu then cpu

I know that mate but it pretty much instantly goes to 3 Rings instead of what all my other consoles do where the fans just get faster and faster until 2 Rings so i will reflow CPU later and see whats going on
