If you're on the same console then you should both have it. If not then sorry, only 1 per account i think.

If he has it and its on your xbox then you can play online with no pass but if your on separate xboxs just license transfer the pass to your xbox

Go On Your Brothers Account On Your XBOX Re-Download Online Pass, Go On Battlefield While Still Signed In On Your Brothers Account Then After Its Said Online Pass Activated Sign Out Then Sign Into Your Acount And You Can Still Play Online Even After Your Brother Goes On His Account.Only Problem You Gotta Repeat This Everytime You Go Off Battlefield!
